In partnership with the American Planning
Association,
the U.S. Department of Housing and
Urban Development has
announced New York City's Homebase
program as the winner
of the HUD Secretary's Opportunity
and Empowerment Award
for 2009. The award recognizes excellence
in planning
that leads to measurable economic employment,
education,
and/or housing choice or mobility benefits
for low- and
moderate-income residents.
Homebase, funded by the New York City
Department of
Homeless Services, is a network of
neighborhood-based
homelessness prevention centers that
help shelter-
seeking families find immediate housing
alternatives,
shorten the time they spend in shelter,
and avoid
repeated shelter stays. This highly
effective program
also assists families in preserving
their current
housing and developing a long-term
plan for housing
stability. Working with experienced
community-based
service providers, Homebase provides
mediation with
landlords, advocacy, or rapid housing
relocation
services, and arranges for benefits.
