This historical pamphlet outlines HUD’s Community Outreach Partnership Centers (COPC) program, which provided 3-year grants of up to $400,000 to encourage institutions of higher education to join partnerships with their communities. The program was eligible for both 2- and 4-year degree-granting institutions and was intended to help communities respond to the problems of greatest concern to their residents, such as job training, homelessness, and technical assistance to new businesses.
