This historic document, prepared for the Department of Housing and Urban Development by the NBS' Institute for Applied Technology, is volume two of a three-volume study. Volume Two consists of Appendices A through E, which were developed as individual studies and referenced in Volume One but published as subordinate to the larger work. The five appendices and their authors are: "Needs of the Rural Poor in Low Cost Housing," James Kanegis; "Housing of Indians on Reservations and of Alaskan Natives," J.C. Davis; "Conceptual Structure of Low Cost/Low Income Housing," George S. Birrel; "Nature of the Problem," Terry Collison; "Implementation of the Performance Concept in Regulatory and Acceptance Systems such as the Minimum Property Standards," Russell W. Smith, Jr.
