PD&R Quarterly Update: Cash Assistance and Housing


On November 16, 2023, HUD’s Office of Policy Development & Research (PD&R) hosted a hybrid PD&R Quarterly Update on cash assistance programs and housing. The event featured two panel discussions, convening practitioners, government officials, and researchers to share experiences implementing the Denver Basic Income Project and Philadelphia’s PHLHousing+ program. The panelists explained the programs’ research designs and goals to examine the impact of cash assistance on households’ residential mobility, employment, financial wellbeing, and health. Speakers emphasized how cash assistance programs offer low-income households flexibility and dignity to manage financial decisions. Happy New Year 2024
In the Leadership Message, Todd Richardson, General Deputy Assistant Secretary for Policy Development and Research, previews PD&R’s efforts for 2024. In particular, Richardson reflects on three housing-related issues of significant public interest over the past year and describes how HUD research is expected to contribute to solutions moving forward. Richardson discusses the level of housing assistance provided by HUD, the increase in homelessness rates, and the continued challenges impeding greater uptake of factory-built housing. In Practice:
Former Massachusetts High School Converted to Affordable Housing for Seniors
In 2022, developers transformed a century-old, abandoned school building in Southbridge, Massachusetts, into a mixed-income housing development for seniors. The Residences at Wells School has 62 apartments, most of which are geared toward low- and moderate-income households. State and federal historic tax credits, low-income housing tax credits, and other state and nonprofit sources allowed developers Arch Communities and WinnDevelopment to convert the century-old school into energy-efficient housing while retaining many of its historic features. PD&R at 50:
PD&R and Community Development Grants for Disaster Recovery
Today, Community Development Block Grant-Disaster Recovery (CDBG-DR) funds are a standard component of federal disaster recovery, and they have been deployed nearly every year since 1993. CDBG-DR funds support long-term recovery, and HUD bases allocations on a formula developed by PD&R that estimates unmet recovery needs. The arrangement emerged after decades of federal efforts to fund disaster recovery, stretching back to the passage of the Disaster Relief Act of 1950, when President Truman assigned the implementation of the Act to HUD’s predecessor agency, the Housing and Home Finance Agency.
