Baltimore, Maryland: Revitalizing the Oliver Neighborhood through Historic Preservation
HUD User publishes a series of case studies based on federal, state, and local strategies that increase affordable housing opportunities and support sustainable community development. The projects and community development efforts featured in these reports have demonstrated innovation through a multitude of partnerships and initiatives.
The community development financial institution The Reinvestment Fund (TRF) partnered with Baltimoreans United in Leadership Development in 2006 to develop a revitalization strategy for Baltimore's Oliver neighborhood. Together they established TRF Development Partners, which between 2014 and 2016 rehabilitated 34 vacant rowhouses and 2 mixed-use properties using federal historic tax credits. Known as East Baltimore Historic II, this project won the 2017 Advisory Council on Historic Preservation/HUD Secretary's Award for Excellence in Historic Preservation.
