From my quick look at the codebook, it doesn't appear that Census is forcing this to occur after the data is collected.

However, it is possible that this is "forced" as a result of the data collection through the use of the skip patterns in the questionnaire.

To see the actual code being used by Census in collecting data, you need to look at the "Q-Code."  The 1997 Q-Code can be found on the HUD USER web site on the following page: https://www.huduser.gov/portal/datasets/ahs.html

One note, it isn't easy code to wade through the Q-Code.

One of the Census people may be able to give a definitive answer.

Has anyone else noticed that all AHS respondents who report receiving a
rent voucher (VCHER=1) also report another subsidy qualifier (PROJ=1,
SUBRNT=1 or REPHA=1 or 2)?  Is this intentional (i.e. the question gets
asked only when a positive response is given to one of the other subsidy
questions), or is it just coincidence that those with vouchers all report
some additional type of subsidy?  Any insight would be helpful, thanks.
