This historical publication was produced for HUD by the National Council for Urban Economic Development to summarize and analyze community, manpower, and economic development linkages within the public sector and cooperation between the pubic and private sectors. Data for the report primarily comes from case studies of 16 site-visited cities. There are three main chapters: methods and concepts; federal programs and issues relative to local development, and the aggregate picture, as well as a conclusions section.
