This historical publication describes HUD’s HOPE for Elderly Independence program, which aimed to enable the elderly to live more independent and dignified lives by combining housing assistance with supportive services, thereby allowing senior citizens to stay in their homes and avoid premature institutionalization. The HOPE legislation provided for a 5-year demonstration program to allow PHAs to study rental assistance, service coordination, and an array of services that address the special needs of the frail elderly. Researchers measured success in terms of activities of daily living, including eating, bathing, grooming, dressing, and home management activities.
