This historical publication was produced for HUD under a cooperative agreement with Appalachian State University to study the Existing Housing and New Construction components of the Section 8 Housing Assistance program. The authors focused on the rural areas of the continental U.S. examining the impact of alternative administrative procedures on program participation and benefits; analyzing patterns of program participation by households and landlords; and exploring the extent to which participating households benefit from Section 8 assistance in the form of improved housing, reduced rent burdens, and discretion with respect to housing location. The publication consists of six chapters: Introduction; Program Administration; Household Participation; Housing Conditions and Quality; Locational Choice; and Landlord Participation.
