The Department of Housing and Urban Development became actively involved with tenant management in 1975. At that time, tenant management seemed to be working well at four public housing developments in the St. Louis Housing Authority where vacancy rates had declined, rent collections had increased, and vandalism had been reduced. A more systematic test of the idea was needed, however, to determine whether tenant management would work at other places and, if so, under what conditions.
