This historical publication was produced by Abt Associates Inc under contract with HUD to evaluate the Section 8 program for the leasing of existing units, marking a significant change of strategy, i.e., the primary reliance upon families to locate and rent their own housing. The paper focuses on both basic research regarding how lower-income households make housing choices and evaluates comparisons of housing outcomes based on these choices. The report is divided into seven sections: 1) Introduction, 2) history of the Section 8 program, 3) definitions of the major policy foci of the proposed evaluation, 4) three broad programmatic goals and development of typology of evaluation questions forming a conceptual framework, 5) illustrative analysis plan, 6) general information requirements and sampling plan, and 7) a summary of the evaluation program.
