This historical publication was the final report of a five part series regarding the first eight years of the Community Development Block Grant (CDBG) program. This final report focuses on the 7th and 8th year of CDBG’s policy changes in ten large cities. The purpose of the study was to find emerging issues due to CDBG policy changes and point out potential risks. The authors found that these changes added flexibility for local authorities to decide which activities were funded and where they were implemented.
