Public-Private Partnership Transforms Public Housing into Mixed-Income Development in Dublin, California

Emerald Vista in Dublin, California has gained national acclaim as a successful example of public housing redevelopment. Through a unique four-way partnership, the city of Dublin, the Housing Authority of the County of Alameda, affordable housing developer Eden Housing, and for-profit homebuilder KB Home turned a low-density, deteriorating public housing project into an award-winning mixed-income, mixed-use development. Emerald Vista provides an increased number of critically needed affordable rental housing units as well as market-rate and affordable for-sale homes. The development has ready access to public transit and incorporates sustainable aspects such as solar water heaters and green building materials.
