PD&R Research Partnerships Initiative


Since 2012, HUD's Office Policy Development and Research (PD&R) has administered the Research Partnerships initiative. This initiative allows HUD to enter into noncompetitive cooperative agreements with outside entities such as academic institutions, nonprofit and for-profit institutions, and state, local, and tribal governments. The Research Partnerships initiative maximizes limited resources by requiring matching funds from partnering entities. To encourage innovative and valuable research that informs HUD policies and programs, PD&R designated eight priority research areas for projects funded under the initiative.

Message from PD&R Leadership:
What Are U.S. Households Paying To Commute?
In the leadership message, director of PD&R's Housing and Demographic Analysis division Shawn Bucholtz examines American Housing Survey (AHS) data on commuting behavior and costs. The 2017 AHS data on commuting, which include estimates for the nation, 25 large metropolitan areas, and some large states, reveal differences across the nation in how commuters get to work and what they pay to get there. Nationally, the median annual cost of commuting was $2,226, and driving was the most expensive and popular way to commute.

Creating Connections With Pocket Neighborhoods at Community Gardens
In Springfield, Ohio, in October 2018, the Neighborhood Housing Partnership of Greater Springfield (NHP) and the Buckeye Community Hope Foundation, opened Community Gardens, a spacious, low-density development with 50 homes organized as "pocket neighborhoods" — small grouping of units arranged around shared outdoor space within a larger development. Pocket neighborhoods encourage social interaction and a strong sense of community. NHP bought the land for the development after it became vacant due to a hospital merger in 2010.
