Evaluating the RAD Choice Mobility Option, Part
3: PHA and Property Outcomes
In a 2023 report, researchers examined the property-level
and PHA-level effects of the Choice Mobility option, which
allows residents of RAD-converted properties to request a
tenant-based (rather than project-based) voucher that they
can use to move to a housing unit that better suits their
needs. Although the Choice Mobility option may indirectly
impact properties through unit turnover, maintenance costs
at RAD properties, and demand for tenant-based vouchers,
recent research shows that Choice Mobility has not
negatively impacted the voucher program or properties.
