Since 2008, the Seminole Tribe of Florida’s Native Learning Center (NLC) has provided no-cost training and technical assistance to strengthen housing and governance in Indian Country. The center offers webinars, in-person trainings, and resources on grant management, financial practices, affordable housing development, and leadership. Initiatives include Kerretv Online (a webinar library), the Hoporenkv Podcast, and a grants directory to help tribes access funding opportunities. By promoting affordability, self-sufficiency, and tribal sovereignty, NLC has become a national hub for capacity building. HUD’s continued support affirms the role of tribally led innovation in advancing housing and community development.

Strong Job and Population Growth and Balanced Housing Market Conditions in the Fayetteville HMA
The Fayetteville-Springdale-Rogers, Arkansas housing market area is one of the nation’s fastest-growing regions, driven by the presence of the corporate headquarters of Walmart, Tyson Foods, and J.B. Hunt, as well as the University of Arkansas. From 2020 to 2024, net in-migration accounted for 80 percent of the population increase, raising the metro’s population to nearly 618,000. Job growth has consistently outpaced the national average, with professional services, government, and construction leading recent gains. Housing market conditions are balanced: home sales rose by 5 percent in 2025 despite higher mortgage rates, and demand remains strong for both ownership and rental units. However, record-high apartment construction has increased vacancies modestly, with 6,850 new rentals expected to be needed over the next 3 years.

Building Missing Middle Workforce Housing in Jackson, Wyoming
Jackson, Wyoming, faces steep affordability challenges due to constraints on developable land and high demand from second homeowners. Completed in 2023, the 440 West Kelly development provides 12 condominiums reserved for local workers through deed restrictions that cap annual resale appreciation at 3 percent and require owner-occupancy by residents earning local incomes. Supported by $1.7 million in public financing, the $7.5 million project offers units well below Jackson’s median home price, which is more than $2 million. The development demonstrates how thoughtful design, workforce-focused restrictions, and public-private partnerships can create affordable homeownership opportunities in high-cost resort communities.
