Norfolk, Virginia: Building Sustainable Affordable Housing
HUD User publishes a series of case studies based on federal, state, and local strategies that increase affordable housing opportunities and support sustainable community development. The projects and community development efforts featured in these reports have demonstrated innovation through a multitude of partnerships and initiatives.
The Retreat at Harbor Pointe is a seven-building affordable housing complex along the Elizabeth River waterfront in Norfolk, Virginia. The Retreat has 246 modern two- and three-bedroom apartments and a lounge, fitness center, business center, resort-style pool, sundeck, and boardwalk. The eco-friendly development is EarthCraft certified and was designed to protect the wetlands and restore the shoreline. By raising portions of the site above the floodplain, the developers were able to better protect the property from the flooding that has become more prevalent from rising sea levels and worsening storms. The Retreat received a 2021 Best Affordable Housing Development Award from the National Association of Home Builders for developments with at least 100 units.
