The third issue of Breakthroughs - the Regulatory Barriers Clearinghouse
newsletter - has recently hit the Web, and we'd like to share it with you
now. Like the RBC site itself, Breakthroughs is loaded with information and
ideas that you can use to help alleviate or overcome state and local
regulatory barriers to the development of affordable housing. In this

zoning ordinances to encourage the development of accessory housing (a
housing unit on the same lot as a single family house that provides housing
