The objective of this study is to understand the implementation efforts and the effects of PHA waivers authorized by the CARES Act. To achieve this, the study will: 1) gather and analyze feedback from PHAs on the utility of the waivers offered and how they were implemented; 2) analyze the outcomes of select waivers on PHAs and assisted households and their related characteristics; and 3) inform future policy and program implications related to the PHA waivers. This study will use a mixed methods design to analyze existing survey and administrative data while contextualizing and expanding the analysis with qualitative interviews with PHAs. A document review will further supplement the data to understand the background, authorization, and implementation process of the PHA waivers authorized by the CARES Act. A final report is expected in the Fall of 2024.
