The HUD Rent Reform Demonstration is designed to test whether an alternative rent structure could incentivize increased employment and earnings for families receiving housing subsidies through the Housing Choice Voucher (HCV) program, and whether there is corresponding administrative cost savings to the public housing agencies (PHAs) implementing the new rent structure. In 2015 and 2016, the demonstration was implemented at select Moving to Work (MTW) sites, because these sites provide a natural laboratory for experimentation and observation of rent reform strategies. A long-term follow-up survey on the full sample of 6,665 study participants was completed in December 2019. Baseline, early effects, and interim findings reports have been published. Another interim report that analyzes the long-term follow-up survey results and administrative data through the first triennial recertification was completed in 2022. The Demonstration has been extended through the second triennial recertification with a final impact report released in early 2024.
