This historical study was produced in response to a request from the Subcommittee on Housing and Community Development of the House Committee on Banking, Finance and Urban Affairs to examine the housing conditions of lower-income households. The report describes the nature and amount of governmental assistance that was available and offers a range of options for addressing their needs. There are five sections to the publication: introduction; household characteristics and housing conditions of the target populations; federal housing assistance and its distribution; options for determining the types of aid to provide; and options for determining the target groups, the subsidy size, and the number to serve.
