This historic publication is a study discussing property tax, assessed value of real property, and blight. The authors compare such values of blighted properties across 10 cities, and compare the means of assessing property tax and market value between neighborhoods in each city. They come to a number of conclusions, including that inequality of tax levels within the same city contributes substantially to blight.
