This historical publication was meant to guide CDBG grant recipients meet their environmental responsibilities. The guide was meant to inform grant recipients of their legal responsibilities in performing environmental reviews of projects and other applicable activities and to assist staff in the identification and evaluation of the likely impacts of proposed projects on the environment and the impacts of the environment on the proposed project. To help communities with environmental review the guide provides information regarding how to: simplify the review process and the presentation of findings; identify good available information and judge how much research effort is appropriate; establish a good database; develop approaches for environmental review; and recommend project alternatives and/or mitigation actions to reduce environmental problems.
