This historical publication was produced by the Comptroller General of the United States for Congress and is based on the General Accounting Office’s review of 12 local housing authorities’ (LHA) low-rent housing operations. The review highlights a number of weaknesses in LHA properties, ranging from delays in renting newly constructed dwelling units to repairing and replacing water and gas lines. Although there were many examples of cost overruns and limitations to revenue generation, the Comptroller General at the time, Joseph Campbell, notes that the failings of some developments “should not be considered typical of the 12 LHAs that we reviewed.”
