A project to test the feasability of factory built, infill housing in Queens, Brooklyn and the South Bronx had three objectives. One objective was to see if housing costs could be reduced by correcting procedural and regulatory problems. A second goal sought to analyze the benefits of a cooperative financing package, and working relationship, between government (city and federal) and the private developer. A third objective was to demonstrate that small parcels of previously built-upon urban land could be appropriate sites for factory-assembled housing units.
