This historic document presents a history of public housing in Puerto Rico, from the passage of the first Housing Act, through the conditions caused by the outbreak of World War II, to the post-war recovery period. In 1938, the Puerto Rican legislature passed a Housing Act which allowed municipalities on the island to establish local housing authorities: five (functionally four) were established that same year. The report relays the accomplishments and challenges of those bodies during the specified decade, and the changing housing conditions on the island during that time.
