An Evaluation of the Community Development Block Grant Formula

Report Acceptance Date: December 1976 (280 pages)

Posted Date: August 09, 2023

This historical publication presents the methodology and results of a formula study to change the formula for allocating funds for the CDBG program. The primary findings of the report are that the hold harmless distribution shows a weak relationship with community development needs, the existing formula is responsive to poverty but not to the non-poverty dimensions, and that Congress should consider pre-1939 housing as a formula factor.

This report is part of the collection of scanned historical documents available to the public.
