This historical publication provides a cost analysis of constructing affordable housing that meets the Fair Housing Accessibility Guidelines of 1991. The report uses data from eight housing sites with eighty-eight variants of twenty-five dwelling unit types and provides confirmation that the cost of providing for accessibility is consistent with previous HUD regulatory impact analyses. The authors conclude that the Guidelines’ requirements do not lead to significantly larger or more expensive units except in steeply sloping sites, but these costs can be mitigated by careful site design.
