This historical publication was produced by PD&R to explain the administration’s goal in creating the Office of International Affairs to jointly research, provide technical advice, and exchange information domestically and abroad. The administration argued that HUD had become insular from international activities and, by expanding its mission, it could both provide expertise to developing nations while learning from the leading practices of other countries. The report highlights overlapping challenges facing the U.S.A. and the globe and provides case studies from Central America and the Caribbean, China, Israel, Mexico, and South Africa.
