This historical publication was produced by the Urban and Regional Policy group (URPG) under the Carter Administration to answer questions regarding the first National Urban Policy, which was meant to comprehensively address the problems and promises of America’s cities and neighborhoods. The policy was informed by a range of public interests from labor halls to board rooms to college campuses, with more than 10,000 Americans participating in the process.
