This historical publication was produced by Abt Associates Inc. under contract with HUD to analyze three options for administering a direct cash assistance program. The three options are: 1) Direct-Federal, 2) State Grant-in-Aid, and 3) Local-Performance, which were analyzed through the goals of empowering participants to improve the safety and adequacy of their housing, and reducing the rent burden on participants. The authors provide overviews of each of the policy options, precedents to the options where applicable, and potential issues in implementing each option.
