This historic study, carried out by the Urban Institute on behalf of HUD, draws from a number of sources -- including previous HUD paired testing -- to demonstrate that racial minorities do continue to face discrimination from mortgage lenders. This can begin as early as the pre-application phase of the homebuying process, and results in large racial disparities in loan denial rates that cannot be explained by differences in creditworthiness or technical factors. The publication offers suggestions for recommending additional means for measuring discrimination and developing policies to combat it.
